New Jersey has been credited with improvements in how older children in foster care are protected, it appears that the State is falling short on insuring the well being of toddlers in its child protective system.  Cecelia Zalkind is Executive Director of Advocates for Children of New Jersey, with authored the report.  She spoke with WBAI's Jose Santiago
